Position Summary:
The Scientific Director (SD) is responsible for the scientific oversight for Seattle Indian Health Board’s Urban Indian Health Institute’s (UIHI), a Division of SIHB, epidemiology/surveillance activities. The SD is part of the Division Leadership Team (DLT) and participates in activities across all divisions at SIHB, primary responsibilities focus on the work of UIHI’s role as a national tribal epidemiology which includes urban Indian health programs, tribal epidemiology centers (TECs), state and local health departments, federal and national organizations, and universities.

The SD will oversee the daily operations UIHI’s Epidemiology/Surveillance programs and assist with the development and implementation of new strategies, epidemiology and surveillance initiatives. The SD will participate in program oversight, evaluation, financial management and administrative supervision of a lead Epidemiologists. Lastly, the SD will occasionally represent SIHB/UIHI at local and national meetings and facilitating interactions among scientific institutions, non-profit and for-profit organizations, and the broader research and patient communities.

Job Responsibilities


  • Actively participate as a member of the Division Leadership team (DLT).
  • Report to the Chief Data Officer (CDO) regarding the management and operations of UIHI data systems, data infrastructure, epidemiology, and surveillance.
  • Plan, implement, and maintain effective monitoring and data and evaluation systems (including databases and data collection instruments) in collaboration with the Director of Evaluation and Research.
  • Oversee development and implementation of training and technical assistance to urban Indian organizations, participating tribes and tribal organizations, local/state/federal partners on research methods, health assessment, strategic planning, continuous quality improvement, program monitoring, additional related topics and evaluation, including data collection, data analysis, and data interpretation in collaboration with the Director of Evaluation and Research.
  • Consult and collaborate with Division Leaders of SIHB, other tribal epidemiology centers, county/state/national and other epidemiologists, universities, and with regional and national UIHOs to foster scientific collaborations.
  • Assist and lead with the development, design, and implementation of innovative public health and epidemiological projects to serve the needs of urban American Indian/Alaska Native.
  • Oversee and supervise the work of Project Manager and lead Epidemiologists.
  • Oversee the development of documents, training materials, protocols, briefs, brochures, reports, manuscripts, and other supporting and dissemination materials as appropriate.
  • Oversee the epidemiology program Project Manager in creation of progress reports and other reporting measures to funders and stakeholders locally and nationally.
  • Present findings of reports, research activities, analyses to local, state, national, and federal agencies/partners and at conferences.
  • Provide guidance and recommendations for methodology and coding for research and analytic activities and assures the use of appropriate scientific methods, the translation and dissemination of findings, and presentation of relevant information.
  • Assist, review, and finalize data informatics, which includes charts, maps, tables, data dashboards, data visuals, etc., and assure information is accurate and correct.
  • Work well under pressure, meet multiple and often competing deadlines.
  • Write and participate in grant opportunities in collaboration with grants management and development teams.
  • Actively participate in internal quality improvement teams as delegated.
  • Other job-related duties as assigned.


Background Qualifications and Qualification


Required:

  • Education: Master’s Degree in Epidemiology, Statistics, Data Science, Data Management, or related field with a minimum of 5-8 years’ work experience in department and project management and staff supervision; or a PhD in Public Health or related field with 3-5 years’ experience in department and project management staff supervision.
  • Knowledge, Skills & Abilities: Knowledge and understanding of quantitative research methodologies, data collection, analysis and dissemination. Highly knowledgeable in R and/or SAS, proficient in wide array of software, data tools and technologies. Must be innovative and forward thinking. Effective oral and written communication skills for a variety of audiences. Ability to work independently. Knowledge and ability to oversee and prepare scientific reports and manuscripts. Potential evening and weekends and to travel as required. Understanding of health and social issues facing American Indians/Alaska Native and desire to work with this population.
  • Other requirements: Valid Washington State drives license. Use of personal vehicle with current insurance. Ability to successfully complete background check.

Office hours are 8-5, Monday through Friday with occasional extra hours for events or to meet deadlines.
