The New York City Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly, efficiently, and transparently to instill public confidence and encourage compliance while providing exceptional customer service.

The Property Exemptions Administration (PEA) reviews, processes, and manages the applications for all exemptions and abatements awarded to commercial and industrial properties, residential multi-family construction, new one- to two-family construction, government entities and non-profits, homeowners, and senior and disabled renters.

The Property Exemptions Administration (PEA) Office's Compliance Unit (CU) is responsible for administrative reporting, some data analysis and oversight of the PEA division to ensure that divisional operations and procedures are consistent and compliant with statutory requirements, Department of Finance policy, and all appropriate citywide rules and regulations. Adherence to such regulations promotes improved and efficient management and administrative practices across the program units within PEA. These practices ultimately lead to risk mitigation, increased efficiency, and improved customer service to both internal and external stakeholders of the Department of Finance.

The PEA CU would like to hire a reliable and motivated graduate summer intern that will be primarily responsible for a keystone project that encompasses three (3) different facets of the Compliance Unit's responsibility. The comprehensive project is aimed at improving the quality of existing data and associated application review cycle times.

o For the Cooperative Condominium Abatement (CCA) program, the selected candidate will assist in the reconciliation of unit counts for cooperative developments between the Computer Assisted Mass Appraisal (CAMA) system and the Property Tax System (PTS), to ensure information in both systems are accurate and match.

o The second layer of this keystone project is the streamline of the Not-For-Profit (NFP) renewal process, aimed at reducing the amount of required manual review and the allowance of accurate reporting ahead of the tentative tax roll.



o The third component of this keystone is a collaboration with the DOF FIT, to add a reporting module n the Rent Increase Exemption (RIE) database for abatement appeals.

The work performed by the selected candidate will essentially support the streamline processes for all three of the identified programs. In addition, the appointment will provide real world experience in data science and analytics for the intern and by embarking on these projects, ultimately reduce the number of customer service inquiries and processing cycle times for the CCA, NFP and SCRIE/DRIE programs for the agency.

Minimum Qual Requirements

Candidates must be currently enrolled in a graduate degree program in an accredited college, university or law school.

The ideal candidate is attending Graduate school and is familiar with data analysis, specifically as it relates to translating quantitate values into qualitative responses in digestible language. The candidate would have taken some coursework in policy analysis, urban planning, public administration and/or research methods, which may include business process management, re-engineering and/or business process improvement. In addition, the ideal candidate should be a creative and critical thinker who is highly organized with keen attention to detail and good communication skills.
