Location: Fresno, CA
Position Title: Skilled Laborer (Flooring) (Engineering Construction Team, VA Hospital-Fresno)
Pay Rate: $53.69 per hour ($30.49 base plus $23.20 fringe rate)
(Salary rate is based on current Davis-Bacon rate)
Work Schedule: Intermittent, Generally, 30 – 40 hours per week, typically M-F, however weekend and night work will be required.

DUTIES:
Position is located in the Project Section of Engineering Service.
Incumbent performs as a skilled laborer for construction projects performed under P&H (Purchase & Hire) Authority. Incumbent will work with skilled journeymen from various trades in areas of construction and renovation. Incumbent will be completing work involving demolition, construction, alterations, repair or modification of items and structures. Incumbent of this position must be knowledgeable of Industry Standards, VA and manufacturer’s specifications to correctly determine methods and specialized techniques for work performance. Work performed will require moderate to heavy physical effort (i.e., lifting and moving construction materials and supplies such as heavy plaster board, broken cement, steel/aluminum beams and studs, ladders, scaffolding, etc.). Incumbent is subject to working from scaffolds, ladders and mechanical lifts. Incumbent will be required to use common hand tools and, under the supervision of a journeyman level tradesman, simple power tools. Incumbent must be skilled in the maintenance and use of tools and equipment used in the performance of assigned work. The incumbent must have knowledge of infection control guidelines, procedures and abatement technology solutions for minimizing the spread of particulates generated during construction activities within a Health Care Facility. The work requires continual care and attention to detail both to avoid accidents and to finish work properly.
This position will have an emphasis on multiple flooring projects and potential candite must have 3 years’ experience in flooring removal and installation. P&H program is looking for an individual with a background with seamless welded vinyl flooring. Applicant must be able to:
- Removing existing flooring and discarding of this material, if applicable.
- Clearing the work surface from dust, debris, and obstructions.
- Preparing the work surface by applying adhesive, grouting, or other appropriate materials.
- Laying wood, carpeting, tiles, concrete, welded sheet vinyl and other types of flooring.
- Ensuring that the flooring materials are well-positioned, secure, and clean.
- Completing the installation by applying appropriate finishes.
This position has a screen-out element. Failure to meet a minimum level will result in an ineligible rating.
Screen-out Element: Ability to do the work of the position without more than normal supervision.

GENERAL INFORMATION:
1. Position is Temporary, Time-Limited, Intermittent, and provides no benefits. The maximum number of hours of Holiday pay will be accrued for work occurring on New Year’s Day, President’s Day, Memorial Day, Independence Day, Labor Day, Veteran’s Day, Thanksgiving Day and Christmas Day. Weekends and night shifts are paid as regular hours. Overtime is accrued for hours exceeding 8 per day.
2. Relocation expenses are not authorized.
3. Appointment to this position will be dependent on successful completion of a pre-employment physical and background check.
