The Department of Behavioral Health and Developmental Services’ (DBHDS) Office of Human Rights is seeking a highly skilled professional accustomed to working with a high level of autonomy to manage a comprehensive regional human rights program in Tidewater, Virginia (DBHDS Region 5). This position provides leadership, direction, and direct services to implement a community-based human rights system within Region 5. Duties include: supervising of human rights advocates, overseeing and conducting investigations of complaints/allegations of abuse or neglect; representing individuals receiving services in addressing human rights complaints; acting on behalf of individuals to obtain resolution of disputes through investigation, negotiation, conflict mediation, and follow-up monitoring; and providing rights information and training to individuals and families, providers, volunteers, as well as advocacy and other stakeholder groups. In addition, this position is responsible for providing oversight and ongoing support, training, technical assistance, and consultation to Local Human Rights Committees; providing oversight to public and private programs in the region to ensure continuous monitoring of compliance with statutory regulation within assigned licensed and DBHDS-funded services; and reviewing and providing technical assistance to licensing applicants in achieving compliance. This position requires access to a home office and reliable transportation as some regional and limited statewide travel is expected.

Minimum Qualifications
Experience in supervising the works of others. Experience in managing a regional or statewide program. Ability to conduct thorough investigations, analyze problems, and recommend solutions; establish effective working relationships with human service delivery system managers; design and deliver training programs; and maintain records. Experience in human rights advocacy or a related occupation, which includes conflict resolution, client intervention and case investigation. Significant experience and knowledge in human service delivery systems. Excellent verbal and written communication skills.

Preferred Qualifications
Experience working with persons with mental illness, intellectual disabilities and/or substance abuse disorders. Master’s degree in human services or a related field. Direct training and experience may be considered in lieu of educational requirements.

Special Requirements
Effective July 5, 2022, all Commonwealth of VA State Employees are required to work onsite. However, this position is currently eligible for one (1) telework day a week. Additional days may be considered. Both options are at the discretion of the Supervisor.
