The Town is seeking applicants for an Public Works Right-Of-Way Foreman. This position will require a rotating on call schedule. The rate of pay starts at $24.16 per hour and is eligible for overtime. Eligible for an increase after 6 months.

General Definition of Work: Supervises and performs difficult skilled trades and intermediate administrative work directing and overseeing the work of assigned division (Right-of-Way (ROW) or PARK), creating and maintaining an organized workflow, and related work as apparent or assigned. This position is subject to the on-call and call back schedule. Work is performed under the general direction of the Public Works Director. Continuous supervision is exercised over Public Works Crew Leader and operators, including seasonal.
Essential Functions
Acts as a supervisor to operators and crew leader; plans, schedules, directs and evaluates work daily, including a daily morning meeting and end of day follow up meetings. Should be evaluating a minimum of 50% of crew daily work assignments.
Determines and orders materials, equipment and supplies needed for projects or task in advance.
Completes new hire orientation, as needed.
Ensures proper maintenance has been given to all weekly, bi-weekly, monthly, quarterly, semi-annual and annual areas under Parks and ROW.
Maintains inventory list of missing signage; orders and replaces promptly (ROW).
Coordinates and troubleshoots public works staff in the completion of daily tasks. Trains Crew Leader and/or operators on skilled trade tasks.
Prepares and conducts performance reviews with Crew Leader.
Plans and organizes citizen requests and internal work orders.
Responsible for equipment and maintenance. (ROW: Dump Trucks, Bucket Truck, Skid Loader, ROW Trucks, etc) (PARK: PARK trucks, Lawn Mowers, all Town Vehicles, etc) .
Executes and logs daily activities.
Performs other assigned duties or special projects, as assigned.
Knowledge, Skills, and Abilities: Thorough knowledge of the principles and practices of operating small, medium and heavy trucks and equipment; thorough knowledge of the general mechanical operation of tools of the trade; general knowledge of the traffic laws and regulations governing equipment operation; general knowledge of turf and grounds maintenance; general knowledge of building repair and maintenance; general knowledge of athletic field maintenance; general knowledge of the occupational hazards involved and the safety precautions necessary for the proper operation of equipment; thorough skill understanding the mechanical operation of public works equipment, tools and materials; thorough skill operating standard office equipment and applicable hardware and software; thorough skill operating standard tools of the trade; thorough skill and care in the operation of the equipment; mechanical aptitude; ability to make arithmetic computations using whole numbers, fractions and decimals; ability to compute rates, ratios and percentages; ability to work independently with little or no supervision; ability to understand and follow oral and written directions; ability to make minor repairs and adjustments to equipment; ability to establish and maintain effective working relationships with associates and the general public.
Education and Experience: High school diploma or GED and moderate experience working in landscaping, trades, and cement work with increasing responsibilities, or equivalent combination of education and experience. Preference given for supervisory experience and proficiency in basic Microsoft computer skills.
Physical Requirements: This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 50 pounds of force and occasional exertion of over 100 pounds of force; work regularly requires standing, walking, using hands to finger, handle or feel, reaching with hands and arms, pushing or pulling and lifting, frequently requires climbing or balancing and occasionally requires sitting, speaking or hearing, stooping, kneeling, crouching or crawling, tasting or smelling and repetitive motions; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed or important instructions to others accurately, loudly or quickly; hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arms length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires working near moving mechanical parts, exposure to fumes or airborne particles, exposure to outdoor weather conditions and exposure to vibration, frequently requires working in high, precarious places, exposure to toxic or caustic chemicals, exposure to extreme heat (non-weather), exposure to the risk of electrical shock and working with explosives and occasionally requires wet, humid conditions (non-weather), wearing a self contained breathing apparatus and exposure to bloodborne pathogens and may be required to wear specialized personal protective equipment; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic).
Special Requirements: Valid commercial driver's license, Applicable safety and specific equipment training must be completed, Valid driver's license in the State of Tennessee.
