THE POSITION

As part of the Department of General Service’s (DGS) Bureau of Real Estate leadership team, this position supports every aspect of DGS’s mission to help government operate more efficiently, effectively, and safely to deliver exceptional value for all Pennsylvanians.

Through exceptional leadership and a solid understanding of Lean principles, this position enables a team of Lease Contract Specialists to provide all Commonwealth agencies, boards, and commissions with effective space to conduct their operations. The incumbent brings knowledge of the commercial leasing market as a working supervisor, managing a portfolio of over 430 non-retail lease locations.

DESCRIPTION OF WORK

As a Lease Contract Specialist 4, you will be responsible for strategically managing the statewide program for the Commonwealth’s non-retail lease portfolio, managing and directing the work of the Leasing Division, overseeing the Solicitation for Proposal (SFP) process for new leases, and managing the development, implementation, and evaluation of complex leasing agreements on a statewide scope that are highly visible and have a significant impact to the customer agency’s operations and service to the residents of the Commonwealth.

You will exercise administrative oversight of the professional staff responsible for completing a comprehensive review of each potential lease by reviewing the best leasing value based on customer requirements, terms, square footage amount, and proposed location and oversee and implement strategies to proactively manage leases approaching expiration.

Work Schedule and Additional Information:

  Full-time employment.
• Work hours are 8:00 am to 4:30 pm, Monday - Friday, with a 60-minute lunch.
• Telework: You may have the opportunity to work from home (telework) full-time. You may need to come into the office a few times a month at management's discretion. In order to telework, you must have a securely configured high-speed internet connection. If you are unable to telework, you will have the option to report to the headquarters office in Harrisburg.

REQUIRED EXPERIENCE, TRAINING & ELIGIBILITY

QUALIFICATIONS
Minimum Experience and Training Requirements:

• One year of experience as a Lease Contract Specialist 3 (commonwealth title); or
• Three years of professional experience performing lease contract or property management work; and a bachelor’s degree; or
• An equivalent combination of experience and training.

Necessary Special Requirements:

• All positions require the possession and maintenance of an active Pennsylvania non-commercial Class C driver’s license or equivalent.

Additional Requirements:

• You must be able to perform essential job functions.

Preferred Qualifications (not required):

• Previous Managerial or Leadership experience.
• Professional real estate and/or leasing experience.
