Program
The 'HOPE' program (Child Welfare Mental Health) serves families, where a consumer (parent or child) has an open case with the Department of Social Services (Child Protective Services or CPS) and who has a serious mental health condition or serious emotional disturbance with significant functional impairments in school, work, or the community. The program philosophy includes developing individualized service plans for each family in order to wrap services around the family which build upon their unique strengths and needs. Psychiatric and mental health services are provided. Support services are available 7 days a week in locations most comfortable for the consumer and family. The expected treatment duration is 12 months for children and 9 months for adults.

Actual offers will be determined by the candidate’s creditable years of experience in conjunction with internal equity considerations and based on the organization’s current compensation practices.

Job Summary
Works within the vision, mission and philosophy of the agency. The Family Specialist II trains or oversees the development of a strength based relationship with youth and caregivers. Models how to implement positive behavior change through the creation of behavioral strategies that will support stabilization in the home and community. Does whatever it takes to meet the needs of the family in a strength based approach while also preserving the family unit. Assists in transitioning kids to the lowest level of care. Provides staff with morale building, leadership development, role modeling, and overall support to the Family Specialist I to ensure that needs are met for families and each other. Continues to bring creativity and strength-based philosophy to the office and our families. Works independently in the family’s home and a variety of community and/or treatment settings. This position works directly with children and adults.
Essential Duties
- Demonstrates mastery of Family Specialist I job description
- Provides direct billable mental health services, documents in alignment with MediCal regulations and achieves set productivity expectations.
- Coaches and mentors others in the principles and concepts of functional behavior analysis and the development of individualized engagement processes.
- Teaches others how to utilize strengths of children, families, and others to assist in the implementation and achievement of goals and outcomes.
- Initiates and leads groups in developing resources within the community to serve children and families.

- Coaches others on how to engage caregivers in building youth specific parenting responses that support positive behavior change and overall family relationships.
- Documents interactions and practices and maintain administrative expectations in a timely manner and provides documentation coaching to others.
- Provides leadership in developing program responses to needs identified across a number of youth and families where natural community resources are not available or appropriate.
- Engages and builds alignment and relationships with parents, youth, and others in the normal course of working with the families.
- Utilizes strengths of youth, families, and others to assist in the implementation and achievement of goals and outcomes.
- Works with youth and family teams to support family driven, strength based planning and interventions.
- Engages caregiver, family members, and other natural supports in building youth specific parenting responses that support positive behavior change and overall family relationships.
- Supports families in bridging to and or building on natural resources and accessing community based program supports that will continue support over time.
- Acts as a neutral facilitator of pre-scheduled CFT meetings and provides support to the child and family team to problem solve and make decisions regarding the child's needs and/or stabilization. Provides strength-based family centered facilitation methodology during CFT meetings and supports the CFT to develop creative methods to ensure individualized and culturally sensitive care.
- Understands interactions of Child Protective Services, Probation, Mental Health Providers, Educational System and other complex systems in the context of a family’s life, service delivery structures and the community’s resources.
- Ensures that all voices are heard and the CFT meeting is a sharing of all information about the family that relates to the safety of the child.
- Meets with caregivers and children in the home and community settings, developing a helping relationship and ensuring needed supports and services are provided.
- Maintains ongoing communication and provides pertinent information to and coordinates with authorized representatives and other team members, participating in meetings, such as child/family teams.
- Completes Outcome measures to inform youth's treatment.
- Performs other responsibilities, as assigned, to support department/business needs.

Education/Experience Requirements
- BA degree required
- 2 years related experience working with children
Preferred Qualifications
- MHRS Certification Eligibility
HIGHLY DESIREABLE QUALIFICATIONS
Speak, read, and/or write another language preferred.
Other Specific Requirements
- Must pass Department of Justice (DOJ), Federal Bureau of Investigations (FBI), and Child Abuse Index Check (CAIC) background clearance.
- Valid California Driver's license with two years experience driving and clean driving record may be required.
