The Northwest Regional Emergency Communications Center (NRECC) is the primary public safety dispatch center for the City of Dublin, City of Hilliard, City of Upper Arlington, City of Worthington, Washington Township, and Norwich Township. Located inside the City of Dublin Justice Center, NRECC was formed in October 2013 when Dublin began providing dispatching services for Norwich Township Fire and became the primary 9-1-1 answering point for all of Hilliard. Dispatching for Hilliard Police started in January of 2014. Upper Arlington fire joined in October 2017 and Upper Arlington Police in January 2018. NRECC began dispatching for the City of Worthington police and fire mid-year in 2020.

NRECC is the primary answering point for all wireline and voice-over-internet calls placed within the City of Dublin, City of Hilliard, City of Upper Arlington, and the City of Worthington. As one of six wireless PSAPs, we are also the primary answering point for 9-1-1 calls placed from wireless phones throughout northwest Franklin County.

The nature of this work requires that candidates work irregular hours which include nights, weekends, and holidays. Assignment of shifts is based upon seniority.

First Shift: 6:45 a.m. to 2:45 p.m.
Second Shift: 2:45 p.m. to 10:45 p.m.
Third Shift: 10:45 p.m. to 6:45 a.m.

A mandatory Information Session will be held at 12:00 p.m. AND 7:00 p.m. on Wednesday, January 18, 2023 at the City of Dublin Justice Center, Dublin, Ohio 43017. Both sessions will be an hour in length and you will only be required to attend one of the offered sessions to be eligible to test and move forward in the selection process. Primary Focus: This position provides communication to safety, other City personnel, and partnering agencies that fall under the Northwest Regional Emergency Communications Center (NRECC). Work involves operating various radio and computerized equipment to receive, relay and transmit information to safety (Police & Fire), service, and other appropriate personnel.

Given the nature of this classification's duties/responsibilities, it has been designated as Non-Exempt under the governing Fair Labor Standards Act regulations and, therefore, is entitled to formal overtime compensation and/or formal compensatory time.Receives and transmits radio communications and dispatches safety, services, and appropriate personnel as well as coordinating back up support as necessary.

Examples of Duties

Receives, records, and logs 9-1-1 and non-emergency telephone calls and complaints as well as answers inquiries from the public regarding a variety of issues and events.

Operates LEADS and NCIC database software to query, verify, and enter criminal justice records.

Activates the Dublin Emergency Warning System (outdoor siren system) and the Dublin Emergency Calling System to notify the public of emergency situations such as severe weather warnings, hazardous material incidents, and other public emergency situations.

Provides the public and City employees information concerning special events, landmarks, and directions.

Qualifications

Possession of High School Diploma or GED and some experience as a Communications Technician with computer-aided dispatch (CAD) automated information/communications system strongly preferred, or any equivalent combination of education and experience.

Must be at least 18 years of age at the time of application.

Must be a United States Citizen or United States Permanent Resident.

Possession of a valid driver's license.

Ability to communicate clearly and effectively under extremely stressful conditions, listen attentively to radio transmissions for long periods of time, and attend to information requests from numerous parties.

Ability to transmit information verbally in a clear, concise, and accurate manner.

Ability to respond to emergency calls in an appropriate, effective, efficient, and calm manner.

Necessary Special Requirements: Must be able to acquire and maintain LEADS and NCIC certification.

Other Requirements: Successful completion of all phases of the Selection Process prior to appointment. (Process includes application phase, information session, CritiCall Assessment, structured panel interview, background investigation and record check, final interview with the Chief of Police, polygraph examination, psychological evaluation, medical examination, and drug test.)

Must establish and maintain a primary place of residence within a County within which the Police Department has jurisdiction, or a county contiguous with such County of jurisdiction. (List includes Franklin, Delaware, Union, Morrow, Marion, Hardin, Logan, Champaign, Madison, Pickaway, Fairfield, Licking, and Knox Counties.)

Compliance with training directives established by supervisory/managerial personnel.

Adherence to all applicable Federal and State safety laws, rules, and regulations and City safety policies/procedures.

Regular and punctual attendance is regarded as an essential requirement of this classification.
