AIR POLLUTION CONTROL DISTRICT The District is classified as a Special District within the County of Ventura agencies. Division 26 of the California Health and Safety Code establishes the District's structure, operating procedures, and authority. The District provides a full range of air pollution control activities, including permitting, facility inspection, air quality attainment planning, rulemaking, air quality monitoring, and incentive programs. The District shares responsibility with the California Air Resources Board for ensuring that all state and federal air quality standards are achieved and maintained within Ventura County. The Air Pollution Control District (APCD) has a staff of just under fifty employees including inspectors, engineers, planners, technicians, and support staff. The District works with business and industry to reduce emissions from new and existing sources. The District is divided into six (6) divisions which include Administrative Services, Engineering, Information Systems, Monitoring, Compliance, and Planning, Rules and Incentives. THE POSITION Under general direction of the Air Pollution Control Officer/Executive Officer, the APCD Manager – Monitoring plans, organizes, and directs air monitoring functions of the District for the Monitoring Division. This individual provides expert professional assistance to District management and staff in air quality monitoring, instrumentation and related engineering matters, and formulates recommendations for division policies and procedures, and other duties as assigned. This classification serves as a member of the District's management team.EDUCATIONAL/BILINGUAL INCENTIVE: The Supervising Air Quality Engineer may be eligible for educational incentive of 2.5%, 3.5%, or 5% based on completion of an Associate's, Bachelor's, or Master's degree that is not required for the classification. Incumbents may also be eligible for bilingual incentive depending upon operational need and certification of skill. The APCD Manager-Monitoring is a Management exempt classification and is not eligible for overtime compensation.

EXAMPLE OF DUTIES
Duties may include, but are not limited to the following: Organizes and directs the air quality monitoring activities of the District including the management of remote ambient air quality monitoring stations, meteorological and air quality forecasts, the agricultural burn program, data review and validation, data acquisition and communication, and quality assurance for all activities. Supervises the work of staff comprised of professional and technical personnel to ensure timely development and implementation of a variety of specific programs or special projects. Participates in budget planning; manages the division costs to ensure fiscal stability. Functions as a member of the District management team to propose, evaluate and develop policies and procedures. Researches, compiles, synthesizes, analyzes, and interprets information and data necessary to complete programs; prepares written technical reports based on such data.Coordinates with other individuals, groups, sections, divisions, departments and agencies on various controversial or politically sensitive issues; makes oral presentation to public groups and various governmental bodies. Performs other related duties as required.

MINIMUM QUALIFICATIONS

EDUCATION, TRAINING, and EXPERIENCE Must possess any combination of experience and education that would likely produce the required knowledge, skills and abilities. The typical qualifying education and experience may normally be obtained by five (5) or more years of experience in Air Pollution or a closely related field;OR Completion of a bachelor's degree in Environmental Science, Meteorology, Engineering, or a related field, and two (2) years of experience in Air Pollution or a closely related field; AND One (1) year of supervisory experience. Physical Demands: Work is performed in an office environment, in the field, and in a laboratory. It may require occasional exposure to hazardous conditions and moderate physical exertion and agility. Typical physical tasks may include, but are not limited to, climbing ladders while carrying equipment; moving gas cylinders of up to 80 lbs. (with assistance); pushing/pulling up to 200 lbs. (with assistance); raising and lowering towers of up to 10 meters in height weighing up to 400 lbs. (with assistance); walking; bending; sitting; stooping; reaching; and squatting.Knowledge, Skills, and Abilities Thorough knowledge of: Federal, state, and local laws and regulations relating to the Air Monitoring program area. Ability to: supervise, direct, coordinate and implement major projects and programs; collect, analyze and interpret data; set objectives and review recommendations; speak and write effectively, prepare technical reports; supervise, train and evaluate the work of professional and technical subordinate staff; establish and maintain effective relationships with others; communicate clearly and effectively with citizens, interest groups and various public agencies and the Air Pollution Control Board.
